Cigna Healthcare is aligning with the FFM for the Agent of Record policy

To protect consumers from unauthorized marketplace activity, starting with the 2025 Open Enrollment, Cigna HealthcareSM will comply with the Center for Medicare and Medicaid Services (CMS) Agent of Record lock-in policies. This important policy change will ensure that your Book of Business on CignaforBrokers.com remains aligned with the Federally Facilitated Marketplace (FFM) data throughout Open Enrollment. Plus, you'll no longer need to fill out the Cigna Healthcare AOR form to become an Agent of Record. Please note, the AOR policy changes are applicable for the State-based Exchanges as well.

Here's what you need to know about Cigna Healthcare AOR policy:

  • New sales: Cigna Healthcare will always honor the AOR who sold a new policy during Open Enrollment or Special Enrollment Periods
  • Renewals: New AOR designations will be accepted during Open Enrollment only, with records updated based on FFM data
  • AOR Lock-in period for OEP: Cigna Healthcare will lock the AOR designation until the next Open Enrollment Period, based on the effective date deadline. For instance, policies effective 1/1/25 will be locked on 12/15/24, and those effective 2/1/25 will be locked on 1/15/25
  • AOR Lock-in period for SEP: Changes to AOR will not be allowed during the Special Enrollment Period
  • Cigna Healthcare and FFM data alignment: Cigna Healthcare will ensure that their data records are consistent with the most current FFM data during OEP. Any changes made during this period on the FFM will be automatically reflected in your Cigna Healthcare Book of Business.
