Members on the discontinued Excellus BCBS Medicare Blue Choice® Access plan can use a Special Election Period to select new coverage now that the Annual Election Period is over. Members in a discontinued plan will have until December 31st to select a new Medicare Advantage plan. If they do not take action by the end of the year, they will be defaulted to Original Medicare. The Special Election Period extends to February 28th, so if a member is defaulted to Original Medicare, they can still use the SEP through February to elect different coverage.
Members transitioning their coverage from Blue Choice® Access can select "My plan is ending its contract with Medicare, or Medicare is ending its contract with my plan" on their application as the Attestation of Eligibility for an Enrollment Period.

CMS Special Election Period Guidance
Some members may have received an email from Excellus BCBS via their vendor, Instamed, saying that their automatic payment agreement has been terminated. If members did receive a letter, please refer them to the banner on the Member Bill Pay Options page for the most up to date information on automatic bill pay status and enrollment. If members did not receive a letter, no action is needed.
If your clients have any questions about automatic payments, please have them call Customer Care at the number on the back of their member card.

There will be significant changes to the quarterly SEP for Dual-eligible or LIS-eligible individuals in 2025. Currently, individuals with LIS can switch into a different MA plan once per quarter (during the first 9 months of the year). Starting January 1, 2025, the SEP no longer applies to MA plans and is now a Part D SEP. Beneficiaries with LIS will only have the option to enroll in any standalone prescription drug plan using the SEP.
